Troubling News at Polling Sites

According to a NYTimes article, the Republican Party has recruited 3,600 people in Ohio to monitor the polls on election day. While stationed inside the polling site, these monitors can challenge voters' rights to cast a ballot. The GOP has billed its efforts as an attempt to reduce voter fraud. Democrats, noting the heavy recruitment in urban Democratic precincts, has charged that Republicans only want to delay the voting process and decrease voter turnout. As a result, Democrats have stepped up their own recruitment of poll monitors.

Questions: why are recruits from either party legally allowed to interfere with the voting process? Don't we already have more or less independent volunteers at polling sites who are supposed to ensure the legitimacy of the process? Does anyone else feel like we are living in a Banana Republic (no, Jenn, not the store)?
